Expert took over charge of Tea Board of India's Darjeeling Tea Research and Development Centre in 1988 as Director. 1988 to 2006     Worked as advisor to the tea planters, different Govt. plantations and seventy seven tea estates of Darjeeling hills on different aspects of conventional and organic tea cultivation, export, marketing etc during my tenure in Darjeeling Tea Research and Development Centre.
2011 to 2011   Rwanda, Africa   This study is not an econometric model or value-chain analysis, but rather a practical expert view of the tea sector. The work method was to enter Rwanda, immerse in the tea business and provide real world, practical opinions and analysis of the tea sector privatization and path for future development.

Background. Rwanda's tea sector has been in the process of privatization for the past decades. This is hoped to drive the Rwanda tea sector to a state where Rwanda's tea is appreciated on the marketplace monetarily, and that the small holders involved in the tea make a better return for their labors. The first rounds recent privatizations are complete and new ownership structures are in place. The Government of Rwanda, Ministry of Agriculture contracted with TJPMD to analyze four different aspects of the privatization process.

1. Analysis of Factories & Greenfield Sites. Consultants reviewed the steps of the recently completed privatizations and described steps and analyzed the process and performance in view of industry standards and best practices for agricultural privatization processes.

2. Investment Analysis. Consultants looked at the value and valuations of soon to be privatized tea factories. This included factory assets and factors such as the production potential and quality of incoming and outgoing tea.

3. Pricing Analysis. Consultants looked at the intrinsic value of Rwanda tea and the way in which is it priced, and currently marketed. Recommendations were made on pricing, product diversification and market research and development.

4. Regulatory Framework. Consultants looked at various models and regulatory scenarios for tea including various tea boards and oversight organizations. Current Rwanda structure was described and recommendations made for industry research, development and market advancement.

1. Analysis of Factories & Greenfield Sites. The privatization process is a necessary path for the development of the tea sector, and the initial round has been well planned and executed. The sales prices received for factories were attractive to outside tea processors and investment groups and the current operations have proved to be a desirable combination of foreign and local operation. Experienced local staffs have been retained, and morale and business operations are in full swing with positive progress to date. While the obligations listed in the bids and sale agreements were ambitious, the new owners have moved ahead aggressively with machinery and infrastructure improvements, and other plans in the works. Obligations include diversification of the product lines. This is a logical next step for these companies who are looking to their foreign partners for marketing assistance and support in making the right directional moves. Monthly and yearly reports are required and have been fulfilled. Consultants made some recommendations including: • The fundamentals of the privatization process were sound and followed industry standards and best practices. Professionals involved in the process performed with a high level of expertise, looking out for the good of the country and small holders in particular. • Already, privatized factories have shown improvements in productivity, pricing at auction and quality. • Throughout the privatization process, successful efforts were made to leverage the performance of buyers in conducting business in a manner that would benefit small holders and stakeholders in the adjoining region. Requirements were made for major improvements and investments and some very valuable and expensive additions to operations including equipment and new lines. • Quantification and benchmarking of progress sale performance of specific importance to the livelihood of smallholders. This would include average price paid for green leaf, average price of tea sales and other factors.
