Expert is an obstetrician/gynaecologist. After receiving his medical degree from the University of Pontificia Javeriana in Colombia in 1982, he worked as a rural physician in Colombia for two years before completing his resident training in Obstetrics and Gynecology in 1987 at the University. He continued his postgraduate study in Perinatal Medicine and Ultrasound in the U.K for a year before completing his fellowship training in Clinical Epidemiology and receiving his Masters of Science in Clinical Epidemiology [M.S.C.E.] at the University of Pennsylvania in 1990. After receiving his M.S.C.E. he completed additional training in Obstetrics and Gynecology as well as in Maternal Fetal Medicine at Pennsylvania Hospital for six years including three years of clinical rotations in OBGYN. He worked as a Senior Staff fellow at the Perinatology Research Branch of the NIH. He is currently working at the Department of Obstetrics and Gynecology, Expert's University. He is actively involved in research focusing on infectious diseases, prevention of premature birth, prevention of post-partum hemorrhage, smoking in pregnancy, and the effects of pesticides on reproductive health.

He is the founder and coordinator for a perinatal and reproductive health industry as well as a Director of Perinatal Research at his affiliated hospital. He is affiliated with five different hospitals in various Oregon and Washington regions. He is the Coordinator of the Global Network for Perinatal and Reproductive Health (GNPRH), which is affiliated with the International Clinical Epidemiology Network (INCLEN). His work in GNPRH includes conducting applied research in prevention of maternal and neonatal death and disability, mainly in developing countries. His clinical interests include preterm labor, ultrasound in pregnancy, maternal disease in pregnancy and prenatal diagnosis. His special interests are prevention of prematurity, maternal mortality, reproductive tract infections, particularly in an international context. His consulting experiences include advising for the World Health Organization on issues concerning health in both North and South America. He also served as a regional advisory panelist for several South American and Central American countries. His most current consulting experiences include serving as an expert consultant on the POPPHI Project as well as the Oxytocin Challenge for a company that is dedicated to the promotion of advancing technology in heath.
