Expert is familiar with the 1931 CIE colorimetry standard observer and has written many software packages incorporating the tristimulus coefficients for analyzing color display devices. He has calibrated photometers, filter colorimeters, and diffraction grating spectroradiometers. He has served as chairman of the EIA (Electronic Industries Alliance) Committee JT-31 in charge of characterization of optical display devices, and has overseen the world wide registration of phosphors for CRT displays. He has written colorimetry test procedures for CRTs published by the EIA as part of the TEP105 series -11A, -14, -16.

Expert has supervised the RCA/Thomson CRT Colorimetry Lab with its photometric equipment for luminance (ft-Lamberts, candela per sq. meter) as well as illuminance (foot-candle, LUX, lumens per sq. meter) measurements. He has used both luminance and illuminance techniques redundantly as checks on the accuracy of his results on color display measurements.
