With over 30 years of experience, Expert has expertise in many aspects of protective coatings. His primary emphasis has been on the evaluation, selection, specification, and application of coating materials that are used for protecting ferrous metals (iron, steel) from corrosion and deterioration. He also has expertise in the selection and use of coating materials for the protection of galvanized, wood, and concrete surfaces as well as in the selection and use of decorative coating materials.

Expert served as Director of Research/Technical Director for the Steel Structures Painting Council (SSPC) at Carnegie-Mellon University for over 12 years. During that time, he worked with the SSPC's advisory committees to revise and develop consensus standards related to surface preparation, coating materials, coating application, and film thickness measurement. He is Senior Editor of the Steel Structures Painting Manual, Volume 2: Systems and Specifications and is Assistant Editor of Volume 1: Good Painting Practice. He has also served as a Technical Editor of the Journal of Protective Coatings and Linings (JPCL) and currently participates in its Advisory Board. While at SSPC, Expert routinely provided technical information on protective coatings for steel to SSPC members and others who requested assistance. He has provided consultation and advice to clients on the selection, use, and specification of protective and decorative coatings for use in a wide range of environmental conditions and locations.

Recognizing that proper surface preparation is a major factor in successful coating applications, Expert designed and carried out research projects on the durability of protective coatings which incorporated variations in surface preparation (and surface profile) as one of the main variables to be studied. He was the primary SSPC staff liaison and provided technical input to the SSPC committees that developed the 1982 and 1985 editions of the SSPC surface preparation specifications. While at SSPC, Expert co-authored two project reports covering surface preparation methods for steel including direct comparisons between air abrasive and centrifugal blast cleaning. He has also been involved the design and execution of two projects related to the surface preparation and painting of weathering steel. Since 1980, Expert has been an active member of the USA "Technical Advisory Group" to ISO Technical Committee (TC) 35, "Paints and Varnishes," Subcommittee (SC) 12, "Preparation of Steel Substrates Before Application of Paints and Related Products." Expert has provided advice to clients on the selection, use, applicability, and practicality of various surface preparation methods and materials for particular coatings, environments, and sites.

As a member of the SSPC Surface Preparation Steering Committee, he has participated in the development of the latest revisions of the SSPC blast cleaning specifications, the SSPC specifications on "Power Tool Cleaning to Bare Metal" and on "Mineral and Slag Abrasives for Blast Cleaning Steel," and the development of the SSPC visual surface preparation standards for blast cleaned and hand and power tool cleaned steel. He also participates in the joint SSPC/NACE International Committee that is working on new surface preparation standards and on the unification of the current SSPC and NACE International surface preparation standards. He is Chairman of the USA Technical Group (TG) 4, "Metallic and Non-metallic Blast Cleaning Abrasives," under ISO TC35/SC12. He has testified in court on the proper use and interpretation of blast cleaning specifications. He has provided technical support for a Middle East abrasive company related to the manufacture, quality control, and use of non-metallic blast cleaning abrasives.

Expert has been involved with the evaluation and determination of coating failure causes for more than 25 years. While at SSPC, he observed and studied a wide variety of coating failures on test panels undergoing natural and artificial weathering. In addition, he has studied in-service coating failures on a number of different types of structures including bridges, utility towers, pipelines, ships, and industrial plants. Since leaving SSPC in 1988, he has observed and interpreted numerous coating failures and made recommendations about responsibility and proper corrective action for a number of clients. Expert has testified and has depositions and court testimony pending related to the cause(s) of paint failures.

Expert designed and carried out a number of paint testing and evaluation programs. These programs included over 8,000 test panels that were evaluated in a wide range of exposure tests which were carried out under natural weathering on test fences and accelerated weathering in specialized testing equipment. The programs include the Topcoats for Zinc-Rich Coatings Program (designed to evaluate the performance of several generic types of topcoats with and without tie-coats or mist coats applied over a number of the most widely used generic types of zinc-rich coatings), the Cleaning and Painting of Weathering Steel Program (designed to evaluate the effectiveness of various wet and dry blast cleaning methods in cleaning and removing contaminants [especially chlorides] from deteriorated weathering steel surfaces), and the Level of Zinc Required in Zinc-Rich Paints Program (designed to evaluate the performance of typical generic types of zinc-containing coatings, which were formulated with different levels of zinc dust pigment with and without a conductive extender pigment [in comparison with standard zinc-rich coatings as defined in the SSPC-Paint 20 specification]). Expert has also provided consultation related to the selection of accelerated testing methods and procedures. In particular, he has consulted with clients on the screening of coatings to be used in specific field conditions and on how well various accelerated testing programs can predict the long-term field performance of a coating.

Expert is an expert on using protective coatings to prevent corrosion or deterioration on a variety of materials, particularly rust-preventive coatings for steel. He worked on the Performance of Alternate Coatings in the Environment" (PACE) Program which was designed to evaluate the performance of lead- and chromate-free anti-corrosive pigments in primers; the performance of high-solids, low-solvent, and water-borne coatings; and the performance of silica-free blast cleaning abrasives (in comparison with well known standards for control coatings and control surface preparations). He also worked on a program that studied the surface profile for anti-corrosion paints which was designed to evaluate the performance of several generic types of coatings over blast cleaned steel with a wide range of surface profiles.

Expert while at SSPC, worked with the various committees to revise and develop consensus standards related to surface preparation, coating materials, coating application, coating systems, and film thickness measurement. He continues to actively participate in all the committees that develop the SSPC standards and guides. He is also an active member of NACE International (formerly National Association of Corrosion Engineers) and ASTM committees that produce standards and technical guidance documents related to protective coatings. He is an active member of the USA "Technical Advisory Groups" to ISO Technical Committee 35, "Paints and Varnishes," Subcommittee 12, "Preparation of Steel Substrates Before Application of Paints and Related Products" and Subcommittee 14, "Anti-Corrosive Paint Systems for Steel Structures." Expert has assisted clients in developing and revising in-house specifications and contract documents for various types of painting work. In addition, he has testified in court for clients on the proper use and interpretation of blast cleaning specifications. Expert has testified and has depositions and court testimony pending related to specification use, interpretation, and compliance.
