COMMISSION INTERNATIONALE DE L'ECLAIRAGE (CIE) COLOR ANALYSIS; COLORIMETRY. Expert has had most of his career in optical physics involve measuring color as specified in the CIE System. He notes that the basis for this measurement is spectro-radiometry and weighting using the CIE System. ILLUMINATION MEASUREMENT; LIGHTING PROCESS; IRRADIANCE. Most of Jay's career has been devoted to the measurement of spectral power distributions and the weighting of the distribution components to result in photometric units. He notes that irradiance is a form of this measurement, weighted by the CIE Spectral luminous efficiency function V(a function of lambda). Lighting process also falls in this category. OPTICAL INSTRUMENT. Jay has worked with optical instruments which collect and measure optical radiation. He has designed numerous instruments for this purpose. RETROREFLECTION; REFLECTOMETRY. A prime emphasis of Jay's career in recent years has been the field of retroreflection of materials used for traffic control and safety in the transportation field. He has headed and chaired many technical committees dealing with this subject. He has extensive international contacts in this area, which he considers a subset of reflectometry. RETROREFLECTIVE TRAFFIC CONTROL DEVICE. Jay is Chairman of CIE Technical Committee on Retroreflection and requirements of retroreflective traffic signs. He has designed instruments for this purpose and understands visibility aspects of traffic control devices such as conspicuity. He is a prior manufacturer of instruments for measurements of the traffic control devices and serves as an advisor to FHWA. As ASTM chairman of standards for retroreflection, Jay has extensive knowledge of national and international standards in this area. SPECTRORADIOMETRY; SPECTROPHOTOMETRY. Over 30 years of Jay's career has been in the development of instrumentation and the analysis of data involving the measurement of the spectral power distribution of materials and light sources. Jay notes that while the general name for this field is spectroradiometry, he is also fully familiar with the area of spectrophotometry. Jay also has extensive experience in the areas of remote television sensing of photometry and colorimetry of the moon and planets. He has performed analysis on lunar samples and returned spacecraft parts. PHOTOMETRY; ILLUMINATION; LIGHT CONTROL; LIGHTING DEVICE; LIGHTING SYSTEM; PROCESS. Jay's entire career has been devoted to this field, with widely varying applications.

Jay is past chairman of ASTM-E12 committee on appearance, past chair of a TRB committee, and serves on another. He was recently appointed chairman of two CIE Technical Committee and is a former member of the CORM Board of Directors.
