Expert is a member of the Main Committee of the ASME Boiler and Pressure Vessel Code, the Subcommittee on Pressure Vessels (Section VIII), the Subcommittee on Design, the Subgroup on Design for Section VIII He is a member of the Subgroup on Toughness for the Subcommittee on Properties of Materials. He is a member of the Special Working Group on Bolted Flange Joints that reports to the Subcommittee on Design. He is a member of the newly formed Main Committee for the Post-Construction Code and its Subcommittee on Inspection Planning. He is Chairman of the new subcommittee XII formed in February, 1997 to develop a code for DOT-regulated transport tanks such as railway tank cars and highway chemical tankers. Expert has also developed expertise in foreign boiler and pressure vessel codes, especially German pressure vessel codes.

Expert has recently evaluated the failure of two high-temperature vessels operating at 1350F and 900F and provided redesign services for these vessels. In the 1970s, Expert was one of the developers of the elevated temperature design rules now found in the ASME Boiler and Pressure Vessel Code.

Expert has experience with the ASME code that provides rules for hyperbaric chambers (the Code for Pressure Vessels for Human Occupancy). He uses this code for designing components for hyperbaric vessels.

Expert has recently completed an exhaustive design review of large, low-pressure storage tanks for refrigerated LPG operating at -44F.

Expert performs many failure analyses of metal or composite pressure vessels and other mechanical equipment using the services of local materials and metallurgical labs. A recent example involved evaluating the failed weldment on a stainless steel bulb used in a temperature sensing device.

Expert is President of Pressure Sciences Incorporated, which he founded in January, 1989.
In over seventeen years of operation of Pressure Sciences, Expert has performed a diverse series of engineering projects. Some of these are listed below. For the Commonwealth of Pennsylvania, he evaluated the public and environmental safety of a 20 million gallon refrigerated liquefied propane gas storage facility. He evaluated over three hundred riveted and welded API 12A and API 650 oil storage tanks located at a Mobil Oil refinery to the criteria of API Standard 653 using data obtained by inspectors. He developed an engineering specification, suitable for computer programming, for Mobil to evaluate riveted and welded oil storage tanks according to the requirements of API Standard 653. He implemented baseline inspections and evaluations of pressure vessels, piping and storage tanks for several chemical processing plants to help them to comply with the Mechanical Integrity portions of the OSHA Process Safety Requirements. He developed protocols for sampling methods and for information management to effect substantial cost savings.
