A significant portion of Expert's expertise is involved with assisting industrial manufacturing companies with determining their air emission sources, their facility's emissions, and Potential to Emit. This includes evaluation of whether the company is a Natural Minor, Synthetic Minor or Major Source. She has completed all types of facilities of permits, as well as operating permits such as Plan approvals, permits to construct, and Title V applications. Her analysis includes determining the proper classification of a company, what permits are required, what permit requirements a facility needs to comply with. This includes different performances standards established in the EPA regulations as well as state source standards, and Title III NESHAPS Requirements. She also provides compliance assistance by either advising companies in the setup of compliance planners and manuals or developing these compliance tools for them. These compliance tools divide and specify the requirements for a facility in a manner that is easily understandable or implementable by the facility personnel. She has also designed and computerized air emissions recordkeeping required by many permits. She and her staff also provide outsourcing services regarding air emissions recordkeeping and emissions calculations that are required on a monthly and 12 rolling average basis. Her expertise also includes extensive background in documenting and developing supporting information for agency review and approval regarding key enforcement areas such as classification of facilities, potential to emit pollutants, permitting, etc. Expert has extensive background in negotiating with agencies regarding permit conditions. She has 20 years of experience working with a wide range of industries including petroleum distribution, metal finishing, chemicals, electroplating, solvent degreasing, surfacing coatings, electronics, and coal fired electrical power plants.

SARA is the Superfund Amendments and Reauthorization Act that reauthorized the Superfund Act ("Superfund" was a nickname for CERCLA). Expert has extensive experience in the Title III portion which was added on when SARA was instituted. The Title III portion involves various community right to know laws such as Tier I and II reporting and Toxic Release Reporting (Form R). She has in-depth knowledge of the requirements regarding who is covered and the report completion. Her expertise in this area started in the 1980's with the inception of the requirements and includes detailed evaluations of facility's operations and assessment of the applicability to the operation. She has extensive knowledge of the various exemptions contained in Form R reporting and extensive experience in obtaining legal exemption from the regulations as well as substantiating and documenting the exemption for agency review and approval. She has assisted companies in onsite EPA Form R inspections and their claims of non-applicability, enforcement actions. Her level of expertise and knowledge regarding these regulations is exceptional in the field. She has also been a presenter on the various Form R topics with EPA officials at trade organization seminars.
